Infrastructure
Development

The reconstruction of Kurumoch aerodrome is currently taking place within the auspices of the Federal Target Programme "Modernisation of Transportation System of Russia".

The reconstruction activities are financed directly from the federal budget. The project originator is the Federal Air Transport Agency of the Transport Ministry of the Russian Federation. The construction supervisor and coordinator is the Civil Airports/Aerodromes Administration, while the general contractor is Irmast Holding ZAO.

The Aeroproekt Research Institute of Moscow developed a master plan for this project with guidance and approval from the main State Expert Review Board of the Russian Federation. This project plan detailed the full engineering solution for the first phase of redevelopment. The project plan determined that all of the aerodrome's runways should be rebuilt, while RWY-1 was also expected to be equipped with ICAO Category III apparatus (allowing aircraft to land and take-off in low visibility conditions). The other areas of major redevelopment included the reconstruction of a taxiway network, the reinforcement and expansion of the central and eastern apron areas, the construction of a loading apron to handle heavy cargo aircraft, the fundamental reconstruction of the aerodrome drainage facilities together with the construction of waste and run-off water treatment facilities, the construction of a new main Fire and Rescue Station complete with two new auxiliary stations, the construction and engineering of a utilities infrastructure and distribution system to service the newly created facilities, with the final major element in this first phase of modernisation being a security road suitable for motor patrols around the aerodrome perimeter fencing. The forecast project cost at this stage amounted to 8 billion roubles (as of 2007).

During 2007, the construction and installation activities began. The total investment expended on the aerodrome refurbishment over the last three years has now reached 1.6 million roubles. In accordance with the project master plan, RWY-1 has been reinforced and returned to service, while the unserviceable areas of the taxiways have been rebuilt. A major part of the work relating to the construction of the new aerodrome drainage facilities has also been completed. The reconstruction of the other taxiways, together with the remaining work on the aerodrome drainage facilities and the construction of the security patrol motor road is all underway.

200 million roubles is forecast to be spent on aerodrome reconstruction activities during this calendar year (2010).

With reference to the initial three-year plan though, the forecast cost of expenditure during 2010 amounted to 1.2 billion roubles. Considering the fact that the project is currently underfinanced, the Government of the Samara region has now applied to the Transport Ministry of Russia with a request to release the necessary funding.

The Government of the Samara region is now also holding active negotiations with potential investors to enable work to commence on the construction of a new passenger terminal complex. The new complex is expected to enable the airport to process up to 2,000 passengers per hour. The cost of the new terminal project amounts to 5 billion roubles.

Quality Management

Kurumoch International Airport has become the first Russian airport to successfully complete its certification audit to ISO 9001:2000. Certification has confirmed that all the Airport services fully comply with modern internationally expected standards. The primary objectives of the Airport’s quality management (those of passenger, baggage, cargo, mail and customer airline’s aircraft handling – including navigational support, aerodrome flight support and prompt aircraft maintenance, flight safety, flight regularity, aviation security and also training performed at the Airport’s Aviation Training Centre) have all met with the auditors approval.

In March 2009, Kurumoch Airport was recertified for the new ISO 9001:2008 Quality Management System standard (the new edition of the standard was published in November 2008).

The Airport has implemented a Quality Management System complying with the requirements of ISO 9001:2008. This allows the Airport to continuously improve the efficiency of its internal business processes in response to changes in the air transport services market.
